Ecquaria was honoured to speak at the second peer-to-peer learning event for regulatory reformers in East Africa on 19-21 January 2010 in Kampala, Nairobi.

 

Invited by the World Bank Group, Dr Foong Wai Keong, President and CEO of Ecquaria Technologies, shared with high level delegations and participants from the East African region covering Kenya, Rwanda, Tanzania, Uganda, Burundi, Zambia, and Burkina Faso on the topic of "Using Information and Communication Technology to Promote Regulatory Services".

 

ICT has been pivotal to enhancing the economic competiveness of countries. Referring to the "Doing Business" Report by the World Bank, Dr Foong emphasized on the need for countries to improve on the business indicators, which include the area of licensing reform.

Drawing from the Singapore government’s experience in licensing reform, Dr Foong dwelled on the challenges faced and the hurdles crossed in implementing a strategic cross-agency project such as the Online Business Licensing Service (OBLS).

In exercising licensing reform, Dr Foong noted that besides having a strong mandate from the top, establishing a project governance structure and adopting a 'ground-zero' mindset along with a staged approach to project implementation are other key essentials in getting agencies to co-operate and reap both internal and external efficiencies.
