'FedEx-ing' Judiciary Operations: IT Innovations for Law and Justice



Justice and efficiency in the law are inextricably connected. The legal system in Singapore has received numerous international accolades for its efficiency and integrity. When combined with innovative use of infocomm technology, the delivery of justice in Singapore is further transformed, boosting efficiency and transparency in the overall judiciary landscape. Ecquaria is privileged to play a part in this transformation through its recent projects involving the Singapore Parliament and the Supreme Court.

Ever wondered how the processes worked behind the scenes of the smooth-running Budget debate you watch on television? It used to be a scenario of a lengthy process involving cumbersome manual paperwork where Members of Parliament (MP) had to file their Notices of Amendments via fax and phone calls. To add to the hassle, the paper forms and the old system at the Parliament made it difficult for the Parliament Secretariat to compile, track and manage the Notices.

Ecquaria completed the new Online Budget Amendments Compilation System (BACS) for the Singapore Parliament which has helped to improve and streamline the manual processes by providing a Web-based e-Service. Built on Ecquaria SOP™, BACS provides a one-stop user-friendly access for MPs to file their Notices with ease, 24x7.

The litigation process is further enhanced and given a boost with the implementation of a new Application and Case E-Management System (ACES) at the Supreme Court. Apart from the high volumes of cases the Supreme Court handles every day, the numerous and disparate case tracking systems in the Court are primary drivers for the Court to overhaul its IT operations. One of the Court's objectives is to lay the IT architectural framework for Singapore Judiciary's future Electronic Litigation System.

The ACES system integrates with the Court's existing Electronic Filing System and successfully facilitates the seamless routing and processing of cases received from the front-end system to the back-end orchestration and execution of every case from start to the end. The system is created on Ecquaria SOP™ that empowers the Court to "FedEx" its operational processes, providing proactive alerts on case tracking status and improving the turnaround time for case completion.
