Dr Foong Wai Keong is Co-Founder, President and CEO of Ecquaria Technologies. An experienced veteran in the industry, he brings with him more than 20 years of wealth of knowledge and expertise.

Instrumental in a number of key Singapore and pan-Asia government consultancy initiatives and projects implementations, he is highly sought after in the area of providing thought leadership for e-government solutions.

Dr Foong’s main role lies in spearheading the vision and strategic planning of Ecquaria Technologies, a fast growing enterprise software infrastructure solutions company that serves governments and large organizations worldwide leveraging on its internationally acclaimed and award-winning flagship platform, the Ecquaria Service-Oriented Platform™ (Ecquaria SOP™). In addition, he also steers and oversees the implementation of all financial and business strategies as well as opportunities that drive growth and profit for the company.

Prior to establishing Ecquaria Technologies, Dr Foong was responsible for the entire management and operations of the Java Competency Centre of Kent Ridge Digital Labs (KRDL), as well as evangelizing the use of Java in Singapore and the region.

Dr Foong is the Chairman of the Ministry of Education, EduSave Advisory Council. He also holds the post as Chairman of the TP Education Department (TPED). In 2001, he was recognized for being an outstanding technoprenuer at the ‘ASME Most Promising Netrepreneur of the Year’ and the Phoenix Award in 2003.

Dr. Foong holds a Bachelor of Science (Honours) from the University of Western Australia and a Ph.D. from the University of Melbourne, both majoring in Computer Science.

As Vice President for Professional Services, Kok Sian oversees the pre- and post-sales consulting, project implementation and deployment of the Ecquaria products and solutions for Ecquaria’s clients and partners. His team provides innovative and quick time-to-market solutions for its customers’ mission-critical business.

Kok Sian has over 20 years of experience in the information technology industry. Prior to joining Ecquaria, he was the Senior Manager in the e-commerce Division in Abacus International Pte Ltd where he was responsible for conceptualizing and implementing Abacus’ Internet Private Label strategy and a Program Manager at Information Technology Institute where he managed large scale IT projects.

Kok Sian holds a Bachelor of Science (Honours) in Computer Science from the National University of Singapore.

As Chief Technology Officer for Ecquaria, Kwang Han has more than 20 years of practical experience in the research and development of Internet and e-commerce technologies. Kwang Han drives Ecquaria’s current and future product and technology directions.

In Kwang Han’s role as Associate Research Staff with Kent Ridge Digital Labs (KRDL), he successfully conceptualized and subsequently built a virtual Internet community for financial investors. He was also the Chief Architect for a vital joint e-commerce project for GES International.

Having a keen eye in spotting key technology trends and an excellent understanding of their implementations, Kwang Han is set to strengthen the innovative spirit of the company.

Kwang Han holds an Honours Degree in Computing & IT from the National University of Singapore.

Sea Lin was appointed Director of Business Development since 2007, having joined the firm in December 2001 and served as a Director of Professional Services since 2004. He is mainly responsible for the Sales and Marketing developments of the organization. Additionally, Sea Lin also leads Ecquaria’s outstanding projects which leveraged on his immense technical systems expertise. He is actively involved in project field study, consultancy and architectural designs.

Prior to joining Ecquaria, he held several senior positions at Brokat Technologies Singapore. Holding a position as a Managing Consultant, he is responsible for the successful implementation of various e-business projects such as Citibank iCard and UOB e-treasury.

Sea Lin holds a Bachelor of Engineering (Honors) from MacMaster University in Hamilton and achieved a good standing in Dean’s Honour list throughout his 4 academic years. He is also a certified IT Project Manager, certified by Singapore Computer Society (SCS).

Cheng Hai has more than 20 years experience in delivering IT solutions and a proven track record of successfully implementing medium to large scale projects. Presently, he is responsible in leading the various project teams to ensure that the final systems are deployed seamlessly. In addition, his involvement includes training and mentoring the company’s team of Project Managers.

Prior to joining Ecquaria, Cheng Hai was involved in many large scale projects under Rational Software Pte Ltd. He was responsible for managing large key projects such as Singapore Airlines (SIA), Development Bank of Singapore (DBS) as well as Mindef Command Systems Organizations (CSO). In his scope, he also provided consultancy to Government Agencies and presented in various overseas seminars.

Cheng Hai holds a Master of Technology (Software Engineering) from the National University of Singapore.

Ser Wah is responsible for overseeing the implementation of critical government electronic services and infrastructure within Ecquaria. With more than 15 years experience in both project management and IT consulting for large local companies, his specialty also covers technical consultancy to various countries in the area of e-government architecture and blueprint.

With his resourceful and analytical expertise, Ser Wah’s extensive portfolio oversees local government industries and key global accounts. Prior to joining Ecquaria, he held a Senior Engineer role at the Competency Centre for Java, JCC where he co-developed a Java-based flight booking platform named EZ-Travel.

Ser Wah holds a Bachelor of Science (Honours) in Computer Engineering from the Nanyang Technological University of Singapore.

Ji Bin joined Ecquaria in 2005 as the head of Pre-Sales team and in 2010, he was promoted to Technical Director of Pre-Sales. His responsibilities include providing consultancy to customers and addressing technical concerns with respect to Ecquaria’s products and services. He is also a vital contributor in Ecquaria’s software research and development efforts.

Previously, Ji Bin served as a Consultant in Adroit Innovations Limited where he designed and developed commercial software solutions. During his tenure, he held various positions that established a strong foundation in software application and design.

Ji Bin holds a Master in Business Process Management from the Institute of Systems Science, National University of Singapore.

Theresa Foo is Chairman of The Esplanade Co Ltd and VIVA Foundation for Children with Cancer Limited. Theresa sits on the board of the Singapore Business Federation, the Singapore National Employers Federation and the Income Tax Board of Review of the Ministry of Finance. She recently stepped down as Deputy Chairman of the National Parks Board in August 2010.

Theresa was the Chairman and Senior Advisor at BNP Paribas Capital (Singapore) Ltd as well as the Chairman of BNP Paribas Securities (Singapore) Pte Ltd before stepping down in December 2009. Prior to that, she was the Chief Executive of Standard Chartered Bank, Singapore Branch and Executive Vice President, Head of Corporate and Investment Banking, Oversea-Chinese Banking Corporation.
